When Moria became a Warlord, his bounty was frozen/cancelled. His bounty before becoming a Warlord exceeded Luffy's bounty. They didn't decrease Moria's bounty.

Yeah, all Warlords have their bounties frozen when they become a Warlord.

I haven't watched AoT or their reactions, but my impression is that is trying very hard to be extremely gritty and "realistic" in the sense of imagining how people would actually act in their insane situation. One Piece is not trying to do that. It embraces absurdity. So if AoT doesn't deliver on that promise, it's a really issue. One Piece has a lot less riding on being perfectly logical all the time.
