As much as it may feel like it, Garp isn’t the dumbest. The canonically dumbest character is Gedatsu, the priest in Skypiea who kept biting his upper lip. This is confirmed by Oda. So if you want to power scale intelligence, Gedatsu is the absolute floor.

Highly Educated Trucker

The question of whether Garp is a bad parental figure or not isn't especially interesting, since it's just an excuse for everybody in the conversation to express their own personal morality and how Garp does or does not measure up. The far more interesting question, to my mind, is whether or not Oda thinks Garp is a bad parental figure. And I'm reasonably sure Oda doesn't think he is.

And I think it's also easy to forget the fact that: 1. Garp is essentially a navy soldier who only gets to see them when he's on leave/vacation. 2. Ace and Luffy's fathers are notorious criminals, so to keep them from prying eyes or from being discovered by the navy, the best way to hide them is with low level criminals he relatively trusts with their care. 3. it's because of all those points that Garp felt they would be better off as navy officers as it would keep them safe. And his version of tough love never = abuse to me, so there's that as well.
