A theory: Grace only took things from Tommy that put him or his family in danger. Freddy was putting Ada in danger. The guns were more dangerous than Tommy realized until that night. Grace also stays undercover to keep Campbell in line, and then thinks she can walk away and secure his freedom from the real villains, the law.
