Chapter 15: The New Guard
Uninhabited Island
The salt-laced air of Naruto's hidden island base was thick with latent power. The women were gathered on the training grounds—a massive stretch of sand and hardened earth bordered by dense, chakra-reinforced jungle.
Naruto watched the scene with satisfaction. The past few days had been a blur of strategy, negotiation, and sealing work on Project Vault. Now, the final pieces of his foundation were falling into place.
Galatea and Claire, guided by Barbara's tactical directions, were running simulated combat drills against a swarm of Shadow Clones. Galatea’s fighting style was still raw power, relying on shockwaves and immense strength. Claire, however, showed a chilling, Zod-like precision; she used her X-ray vision to identify the Chakra core of each clone before striking with calculated, non-lethal force.
Blackfire and Starfire were locked in a graceful, devastating aerial spar, their Starbolts streaking purple and green across the tropical sky. They fought with a sisterly intensity, clearly holding back from truly harming one another, yet pushing their limits.
Rose Wilson, who had arrived the previous day, stood apart, watching everyone with an assassin’s scrutiny. She was waiting for Naruto’s promised "purpose."
“You’re still holding back, Master,” Claire commented to Naruto, her voice a low, caramel rumble, never breaking her gaze from the sparring clones.
“Patience, Claire. Showing all your cards at once defeats the purpose,” Naruto replied, glancing at Ace, who sat nearby, her face a mask of serene concentration. Ace was subtly using her psychic abilities to project small, non-damaging illusions into the clones' peripheral vision, adding a complex layer to the training.
“They look like a family fighting,” Ace murmured, the word "family" sounding hesitant yet genuine on her lips. She met Naruto's eyes. “I sense... confusion in the blonde one. And great fear in the one with the purple hair.”
Naruto knew she was talking about Galatea, whose memories of Cadmus and Hamilton still plagued her, and Raven, who was observing the chaos from the terrace, reluctant to engage.
“We’ll fix that, Ace. That’s what families are for,” Naruto promised, squeezing her shoulder before turning his attention elsewhere.
Naruto approached Rose, who was sharpening her trademark silver blades on a whetstone. The sound was a rhythmic, deadly song.
“You’ve seen the show, Rose. What’s your verdict?” Naruto asked, crossing his arms.
Rose didn’t look up. “Power. Chaos. No discipline. They’re strong, but they don’t finish the job. Except for the clones. They’re efficient, if cold.”
“We’re a work in progress. But we do finish the job. That’s the entire point. No more revolving doors, no more cycles of violence created by weakness or moral cowards.”
Rose finally looked up, her single eye burning with skepticism. “I kill people who need killing. You are a hero. Heroes lecture, they don’t use killing as a solution.”
“I’m not a hero, Rose. I’m a ninja. And I’m offering you a chance step outside of your father’s shadow. Every job you take, every fight you win using Deathstroke's tactics, just proves you’re his weapon. You’re fighting his war, on his terms. You’ll never forge your own legacy that way.”
Naruto knelt, meeting her eye level, and extended his fist. “I told you, I’m building a family. A purpose. Don’t trust my words, trust my heart.”
Rose hesitated. Her history taught her that every offer came with a price—usually betrayal or exploitation. But the intense conviction in the blonde man's eyes, and the sheer power she felt radiating from him, was compelling. She bumped her fist against his.
The unfamiliar rush of Ninshu flooded her mind. She saw a rapid montage: The death of parents. The scorn of a village. The relentless training. The unbreakable oath to protect. She saw the burden of the Karma Seal, the constant threat of a soul eating his own. She saw a man who, despite possessing god-like power, sought only to create order and protect the vulnerable, even if it meant being hated.
Rose recoiled, gasping, dropping her whetstone. Tears, hot and unexpected, tracked down her cheek.
“You… you adopted the psychic child,” she whispered, utterly shell-shocked by the raw, unadulterated pain and resolve she had witnessed.
“She needed a family, and I always wanted to have one too,” Naruto said simply. “You need a purpose. We are the new guard, Rose. We eliminate threats before they become tragedies. No more compromises.”
Rose wiped her eyes furiously and picked up her sword. “Give me a uniform. And don’t ever call me a hero.”

The next target required finesse. Terra, Tara Markov, was operating nomadically, using her formidable earth powers to survive, often causing collateral damage she immediately regretted.
Naruto, accompanied by Barbara and Starfire (for emotional empathy), found Terra deep within a desolate, abandoned mine complex in rural Montana. Terra, thinking they were enemies, immediately raised a jagged wall of earth between them.
“Go away! I don’t want to hurt anyone else!” Terra screamed, her voice tight with panic and guilt.
“We know who you are, Terra. And we know you’re not a monster,” Barbara projected, using a comms system. “But guilt doesn’t make you safe. Control does.”
Terra erupted, causing the cavern ceiling to fissure. “I had control! And then I messed up! I betrayed them! I killed people! I’m a weapon!”
Starfire flew up, melting a hole in the ceiling with a calculated Starbolt, landing gently on a floating slab of granite directly across from Terra. She shut off her powers and spoke softly.
“We are all weapons, Tara. My sister and I were bred to be, used to be. The difference is who is giving the command. And who is suffering the consequences of your immense power.” Starfire’s honesty, recalling her own slavery, was deeply effective. “You cannot control what you do not understand. Kage can help you master the power, not just fight it.”
Naruto stepped through the crumbling wall of earth. “I’m a master of elemental manipulation. Earth, wind, fire, water—it’s all just chakra. I can teach you control so complete, you’ll never accidentally hurt anyone again. We offer a family that understands being used, and a team that only uses its power for final solutions.”
He knelt and placed his hands on the ground. A pillar of perfectly smooth, unblemished wood—a demonstration of his Wood Release—sprouted right beside her.
“Imagine that control. Your powers won’t be a source of panic, but a tool for absolute order. Come home with us, Tara.”
Terra looked from the raw power of Starfire to the gentle, impossible control of Naruto’s Wood Release. She slowly lowered her head, the geological grinding around them ceasing.
“Will… will you lock me up if I mess up?” she whispered.
“We will train you until you can’t mess up,” Naruto promised. “We protect our own. Always.”
Terra observed the unusual trio comprising a blonde man and two women with purple and red hair, all of whom she didn't recognized but knew weren't entirely human. She questioned whether she could place her trust in them. When she gazed into the blonde man's eyes, it felt as though she were staring into a reflection of herself, revealing a profound loneliness and sorrow that could only stem from enduring a difficult existence.
"Come on, Terra, consider your options," the earth manipulator pondered. She realized she had three choices: she could refuse the proposal and hope they would back off, but there was a risk they might turn aggressive. If it came to that, she would have to protect herself, which often resulted in casualties. However, from what she observed, they seemed powerful; if they overpowered her, it was uncertain what fate awaited her. On the other hand, perhaps they were genuinely good individuals who could truly assist her.
"Give me a fist bump," Naruto said, holding out his fist to Terra, who eyed him cautiously. "I realize you don't have faith in us, but we're here to assist you. If you bump fists with me, you'll see what I mean."
She cautiously lifted her hand, on the lookout for any deception until her fist made contact with Naruto's. At first, nothing occurred, leaving her puzzled and wondering if she had been deceived. But then, a surge of unfamiliar memories and emotions overwhelmed her, and she realized that Naruto was experiencing the same thing. They had formed a bond that most individuals could never comprehend, now aware of each other's innermost feelings.
No further words were necessary following that moment. After the experience caused Terra to drop to her hands and knees, she stood up and joined Naruto and the others before being teleported to her new home.
Fast Forward
Huntress was the most straightforward recruitment. She was hunting a mid-tier gangster in Hub City who had escaped Gotham for the revolving door.
Naruto arrived in Gotham to discuss the possibility of the Heroine joining his team. However, she was preoccupied with tracking down an escaped convict, so he decided to accompany her on her pursuit.
Naruto and Huntress cornered the gangster in a derelict warehouse. Huntress, clad in her purple and black gear, raised her crossbow.
THWACK.
Naruto intercepted the bolt with a quick swipe, dissolving the projectile with minimal wind chakra.
“He’s mine, Kage,” Huntress snarled, dropping her crossbow for a short-handled battle staff.
“He's headed to Blackgate, Helena. You know he’ll be out on the streets in six months, committing robberies, kidnapping, and likely even murder,” Naruto said, his gaze intense. He understood that the arrow the Huntress had aimed was meant to incapacitate the criminal, not to kill him, and he wanted to see if she was right for his team.
“Then I’ll kill him next time if he escapes.”
“No, you won't; that’s against Batman’s rules. You keep cleaning up a mess that never stays clean. Imagine a world where the mobsters you target don’t just get arrested—they disappear into a black site where they never see sunlight again. A prison run by a government that sanctioned lethal force.”
Huntress halted, her weapon still at the ready. Her goal was to exact revenge and administer justice where the legal system had fallen short. She observed as a Naruto clone took down the fleeing criminal, leaving him barely conscious.
“I heard about the Joker incident. You hit him hard and almost killed him if the league hadn't stopped you.”
“I was going to eliminate a persistent threat. Now I’m building a team to permanently eliminate all persistent threats,” Naruto countered. “You are one of the few people in Gotham who truly understands the fallacy of the League’s methods. We need your ruthlessness. We need your intel. And we need your commitment to bring justice and order to this broken system.”
He waved his hand at the whimpering gangster. “Take him. But the next ten you find? We take them to The Vault. They never come back. Work with me, Huntress. End the war instead of fighting the same battle every Tuesday.”
Helena lowered her staff slowly. “You’re talking about some dangerous stuff, Kage.”
“No, I’m talking about order. The only difference between us and the League is that we are going to take care of threats permanently instead of letting them run loose every time they break out of prison. I want you to join me, Helena, but what do you want?”
Hunter glanced at Naruto before turning her gaze to the criminal, her expression shadowed as memories of her family's tragic fate at the hands of criminals like him flooded back.
"What I want is simple: when we take out threats, I get the satisfaction of the kill, and you help me find who killed my parents," she said, her voice dropping to a harsh whisper.
“Agreed, I will help you find your parents' killer where the league hid him from you, but only with my authorization will you take a life, Huntress.”
Huntress acknowledged with a nod, recognizing that it was a reasonable agreement. She didn't overlook Naruto's mention that the league was deliberately concealing the identity of her parents' killer from her. Although she had suspected it, his confirmation solidified her resolve, making her choice much simpler.

Soranik Natu was hard to locate being a yellow Lantern in the vast recesses of space. She was operating deep in a war-torn sector of the cosmos, using her Yellow Power Ring to save lives and enforce stability—often with extreme prejudice.
Naruto used the Flying Thunder God technique, combined with Raven's magic to locate the alien woman. He and Raven (for magical shielding and intergalactic translation) materialized aboard the barren space station.
Naruto discovered information about Soranik through Hall, one of Earth’s Green Lanterns. Soranik, the daughter of Sinestro, chose to become a Yellow Lantern, but her motivations differ significantly from her father’s.
The Uzumaki located her by utilizing his enhanced version of the Flying Thunder God technique, which was improved thanks to his Otsutsuki heritage, allowing him to teleport to specific places and individuals by simply imagining them. Additionally, he received assistance from Raven with her magical abilities.
Soranik, clad in her yellow and black armor, instantly aimed her Power Ring, projecting a terrifying construct of a surgical scalpel.
“Identify yourself! You have violated Sinestro Corps space!” her voice crackled with intensity.
“I am Kage. And I offer you a chance to bring true order, Soranik Natu, not the chaos of cosmic tyranny,” Naruto stated.
Raven stepped forward, her hood drawn. “We know your history. You despise Sinestro. You despise the Green Lanterns’ naive trust in ‘willpower.’ You are a doctor who sees chaos as a disease, and you want to cut it out.”
Soranik lowered her ring slightly. “Your knowledge is concerning, Earthling. Sinestro’s vision is flawed, yes. But the Corps brings order where the Guardians failed. What can a primitive planet offer me?”
Naruto pulled up a holographic schematic of Project VAULT, which he had secured via a Shadow Clone from the Pentagon.
“We have created a prison, a permanent exile, for Earth’s most chaotic criminals. The ones who defy all law and corrupt all order. The Green Lanterns merely jail them on a planet that can be breached. We are removing them from reality itself.”
He then revealed the list of his team members, emphasizing the four powerhouses.
“You are a healer, but you believe fear is the greatest tool for order. We are forming a surgical unit that wields fear and lethality to achieve permanent peace. We need your medical expertise, your knowledge of alien threats, and your dedication to absolute, ruthless order. Help us heal this planet by cutting out the infection.”
Soranik stared at the schematics of The Vault and the roster. A team that used fear for benevolence? A doctor who uses lethal precision for order? It was the perfect synthesis of her conflicted morality.
“I will not serve you,” she stated flatly.
“You will serve the greater good. You will be the utility and support specialist for the New Guard. Will you join us, Soranik Natu.”
The extraterrestrial woman observed Naruto, assessing whether he was genuine or merely being insincere. She recognized the determination and unwavering spirit in his gaze. Reflecting on her journey from being a Green Lantern to her current state, she questioned the significance of her past actions. Unfortunately, she felt they had little impact. However, she considered that by collaborating with this human, she might be able to apply his ideas on a much larger, galactic scale.
“Accepted. But I require a fully equipped medical bay on your island, and unlimited access to your geothermal energy reserves.”
“Done.”

The Sealing of The Vault
Two days later, the entire team—now numbering eleven—stood in the hidden subterranean bunker beneath the Pentagon, overlooking the massive, humming dimensional conduit. Amanda Waller and General Lane stood across the sterile room, their faces etched with deep tension.
The conduit was a swirling vortex of purple and black energy, unstable and frightening. This was the doorway to Project VAULT.
“Kage, the matrix is ready. We have stabilized the dimensional rift for a ten-minute window. You have to seal the anchor point now,” General Lane ordered, sweat beading on his brow.
Naruto stepped forward, flanked by Galatea and Claire, who were silently projecting powerful auras of deterrence. Waller narrowed her eyes, observing the show of force.
Naruto raised his hands, focusing a massive amount of concentrated, spiritual chakra. This wasn't just sealing; this was time-space manipulation on the highest level.
Fuinjutsu Hakuja Tsume -Sealing Matrix: Dimensional Anchor
He slammed his hands down onto the central pedestal. A massive, complex series of black and red seals erupted from his palms, spreading across the metallic floor, wrapping around the dimensional conduit, and burrowing into the fabric of the pocket dimension.
The seals were a fusion of Uzumaki sealing techniques and the power of the Yang Kurama Mode, making the anchor point not just locked, but fundamentally Naruto’s.
Naruto’s Thoughts (A/N: Karma Seal Perspective): The seals spread like a vine of darkness, twisting and consuming. Momoshiki's parasitic soul writhed inside the Karma Seal on Naruto’s palm, recognizing the deep, existential threat of this sealing jutsu. It was a lock that even an Otsutsuki would struggle to crack. Naruto was using his own body as the ultimate prison key.
The seals glowed brightly, and the volatile purple energy of the rift stabilized, hardening into a shimmering black portal that hummed with restrained power.
“It is done,” Naruto said, breathing heavily. “The Vault is sealed. I am the only key to open or close that gate. Attempt to replicate my chakra signature, and the prison destabilizes and collapses, potentially taking a large portion of this base with it.”
Waller smiled, a thin, chilling expression of satisfaction. “Brilliant, Kage. Now we have the lock. It’s time to start filling the Vault.”
Fast Forward
Star City Docks, 23:00 EST.
Target: The Scarecrow (Dr. Jonathan Crane). Recently released from Arkham, now attempting to manufacture and distribute a refined Fear Toxin to gang leaders.
The Justice League—specifically Green Arrow and Black Canary—had arrived first, attempting a non-lethal apprehension.
Green Arrow, perched atop a crane, nocked a net arrow. “It’s over, Crane! Drop the gas!”
Scarecrow laughed, his voice rasping. “The real fun has just begun, Arrow! You think your little nets scare me?”
Before Green Arrow could fire, the night sky was torn apart by twin beams of purple and green energy.
FZZZZZZZ-BOOM!
The beams—fired by Blackfire and Starfire—missed Green Arrow by mere feet, obliterating the crane he stood on and sending him tumbling toward the docks below.
K-CHUNK!
Before Green Arrow hit the water, a massive, smooth slab of granite, propelled by Terra, rose from the dock and cushioned his fall, leaving him stunned but unharmed.
Black Canary reacted instantly, unleashing a supersonic Canary Cry toward the sky.
The sound wave was intercepted by a massive, vibrating construct of bright yellow energy—a shield projected by Soranik Natu's Power Ring. The resulting clash of energies created a blinding flash.
“Your methods are inefficient, Canary. Step down and let true order prevail.” Soranik’s voice boomed from the shield.
Green Arrow looked up, rubbing his head, and saw five figures floating above him: two Tamaraneans, two Kryptonian clones (Galatea and Claire), and one being in a yellow and black uniform with a glowing ring.
On the ground, Scarecrow tried to flee, only to find his path blocked by Huntress and Rose Wilson.
“Arkham didn’t hold you. Blackgate won’t hold you. We are the new permanent solution, Crane,” Huntress declared, her crossbow already raised.
Scarecrow unleashed a massive dose of concentrated Fear Toxin.
Before the gas could spread, a blast of intense wind chakra—Wind Release: Gale Palm—swept the toxin into a concentrated column.
Naruto materialized directly in front of the column, cloaked in his orange and black Kurama Mode.
"You've had countless chances to reform, yet you persist in causing harm and taking lives. Now, the moment for your final judgment has arrived; you are too dangerous to remain alive," Naruto said, his tone steady and resolute.
KICK!
A blinding, impossibly fast kick delivered by Rose Wilson struck Scarecrow's head, snapping his neck with a sickening crack. Dr. Jonathan Crane slumped lifelessly to the ground.
The sound of the fatal blow, even muted by the chaos, echoed through the docks.
Naruto walked up to the corpse, his eyes cold. Ace, who had materialized at his side, gently placed her hands on Crane's head.
“His soul is gone, Dad. Fear is finished here.”
Green Arrow and Black Canary stared in horror at the brazen, coordinated attack and the unmasked execution of a non-lethal target.
Naruto looked directly into the face of Green Arrow.
“This is the New Guard,” Naruto announced, his voice echoing across the docks. “We are sanctioned by the government. We eliminate persistent threats. Tell your League members: the games are over.”
Before the stunned heroes could react, a massive, pulsing yellow construct—a fully functional holding cell projected by Soranik’s ring—encased the body of the dead Scarecrow.
FOOM.
Naruto slapped a Flying Thunder God seal onto the construct, and with a silent flash, the New Guard—including the corpse of the villain—vanished.
The game had officially changed.
