Chapter 1: Shinobi Meets Devil

Tokyo - Shinjuku

The air in Tokyo didn’t smell like the forests of Fire Country. It smelled of ozone, burnt rubber, and a cloying, metallic rot that Naruto Uzumaki had learned to associate with things that shouldn’t exist.

He stood atop a skyscraper in Shinjuku, his orange jumpsuit a glaring neon sign against the grey, oppressive skyline. Below, the city screamed. Not with the rhythmic bustle of Konoha, but with a jagged, frantic energy.

"Kurama, you feeling this?" Naruto muttered, his hand resting instinctively over the seal on his stomach.

"It’s filthy," the Nine-Tails growled, his voice a low vibration in Naruto's subconscious. "The air is thick with fear. It tastes like old blood. And something is watching us, brat. Something that feels like authority and smells like a slaughterhouse."

Naruto didn’t have to wait long.

The sound of leather shoes clicking against the concrete roof was precise, rhythmic, and entirely too calm for someone approaching a man who had just fallen out of a dimensional rift.

Naruto turned. A woman stood by the roof access door. She wore a simple white dress shirt tucked into black slacks, a slim tie knotted perfectly at her throat. Her hair was a striking, pale red, braided down her back. But it was her eyes that stopped Naruto’s heart for a fraction of a second. They were rings of yellow and orange, like a ripple in a stagnant pond.

"You aren't a Devil," she said. Her voice was melodic, soft, and carried an inherent weight of command that made Naruto’s hackles rise. "But you aren't human, either. Not entirely."

"I’m a shinobi," Naruto said, narrowing his eyes. He didn't drop his guard. "Who are you?"

"I am Makima," she replied, stepping closer. She didn't look afraid. She looked... curious. Like a scientist who had just discovered a new species of insect. "I work for the Public Safety Bureau. You’re causing quite a stir, Naruto-kun."

Naruto froze. "How do you know my name?"

Makima smiled. It was a beautiful smile, perfectly symmetrical and utterly devoid of warmth. "The wind told me. Or perhaps it was the birds. Everything in this city belongs to me, in one way or another."

She stopped just a few feet from him. She was shorter than him, but she felt immense. "You have a God inside you. A God of hatred. I can feel him pacing behind your ribs."

"Kill her," Kurama spat, his chakra bubbling dangerously. "She’s looking at me like I’m a pet."

"I have a proposition for you," Makima continued, ignoring the faint orange glow beginning to emanate from Naruto’s skin. "You are in a world that doesn't understand you. You have no money, no home, and the Devils of this world will hunt you for the power you carry. Stay with me. Be my hound, and I will give you a purpose."

Naruto chuckled, a dry, humorless sound. "I’ve had enough of people trying to use me as a weapon, Makima-chan."

"Is that so?" She moved then, a blur of motion that even Naruto’s sharpened reflexes barely tracked. She didn't strike him. She leaned in, her lips inches from his ear, her scent, sweet, like jasmine and copper, filling his senses. "I don't want a weapon, Naruto. I want something I can care for. Something that won't break."

She reached out, her fingers grazing the whisker marks on his cheek. Naruto flinched, but he didn't pull away. There was a magnetic pull to her, a gravity that felt like it was trying to collapse his very will.

"Come home with me," she whispered. "And I’ll show you what it’s like to be truly needed."

Naruto gazed at the woman before him, aware that she wasn't human. Although she didn't show any aggression towards him, she seemed intent on treating him like a pet. Weighing his choices, the blonde ultimately nodded in agreement to accompany her, realizing he had nowhere else to turn and could always escape if necessary.

"Awesome, come along, Naruto," Makima said in her typical voice as she turned and began to stroll away, her hips moving enticingly. Naruto realized she was intentionally teasing him, yet he couldn't tear his eyes away from her perky backside that swayed with each step she took.

Fast Forward

The apartment was minimalist, expensive, and smelled of expensive tea. Naruto sat on a sleek leather sofa, feeling entirely out of place. Makima was in the kitchen, her movements fluid as she prepared dinner.

"You're quiet," she called out.

"Just thinking," Naruto replied. He closed his eyes, drawing in a deep breath. He didn't use the Nine-Tails' power. Instead, he reached out for the energy of the world around him. He pulled in the natural energy of Tokyo, polluted, jagged, but present.

The world shifted.

In Sage Mode, the physical world fell away, replaced by the truth of spirits and intent. He saw the city as a web of fear. But when he looked toward the kitchen, his breath hitched.

Makima wasn't a person. To his Sage sight, she was a terrifying pillar of cold, golden light, wrapped in a thousand invisible chains that stretched out across the entire city. She was a void of control, a black hole of will that consumed everything it touched.

But there was something else. Deep within that void, there was a tiny, frozen spark. A loneliness so profound it made Naruto’s own childhood in the shadows of Konoha feel like a crowded party.

He opened his eyes, the toad-like pupils fading. Makima was standing in the doorway, holding two plates. She was watching him, her head tilted.

"What did you see?" she asked.

"I saw that you're the loneliest person I've ever met," Naruto said bluntly.

The silence that followed was heavy. Makima didn't blink. Then, she walked over and placed the plates on the coffee table. She sat down next to him, not across from him, but close enough that their thighs touched.

"A dog shouldn't be so observant," she said, her voice dropping an octave.

"I'm not a dog," Naruto said, turning to face her. "And if you want me to stay, you're gonna have to stop pretending you're in charge of me."

Makima leaned in, taking hold of his tie, the very one she had insisted he wear with the suit she provided, and drew him nearer. Her gaze scanned his, hunting for the fear she was accustomed to, but instead, she encountered only a fierce, unyielding intensity.

"You're very different from the others," she whispered. Her hand moved from his tie to the back of his neck, her thumb brushing over his skin. "They all want to be dominated by me. They want to lose themselves in me. But you... you want to pull me out of myself."

"Maybe," Naruto said, his voice husky. The "unpredictable" nature Kurama always complained about took over. Instead of pulling back, he leaned in, closing the distance.

His lips met hers. It wasn't a soft kiss. It was a collision of lips.

Makima froze. In all her years, through all the contracts and the control, no one had ever dared to claim her space like this. Naruto’s kiss tasted different than she ever expected; she could feel his raw energy; it felt like sunlight. It was warm, unnervingly so.

Naruto was unsure about his motivations for his actions, or perhaps he was aware but reluctant to acknowledge the truth. Makima was exactly the kind of woman he was attracted to, assertive and determined, yet she was a devil. From the moment they met, he sensed that she wasn’t human, and after she explained the nature of their world, it became clear to him that she was indeed a devil, and a formidable one at that.

"She seems incredibly lonely," Naruto reflected. Now that he had entered Sage Mode, he could sense Makima's true emotions even without relying on that state again. Although the female devil wasn't on humanity's side, her profound loneliness struck him deeply, and he felt a strong urge to offer her some comfort.

For a moment, the Control Devil felt her grip on herself slip.

She responded with a sudden, feral intensity. She pushed him back against the sofa, her hands tearing at his shirt. She wanted to consume this warmth, to dominate it until it was hers and hers alone.

Naruto let out a low groan, his hands finding the curve of her waist. He knew she was dangerous. He knew she was a monster in a beautiful shell. But as he felt her heart racing against his chest, the first sign of real life he’d felt from her, he realized that maybe the only way to beat the Control Devil was to give her something she couldn't control.

Affection.

"You're mine," she hissed against his skin, her teeth grazing his neck. "Say it."

Naruto let out a breathy laugh, his eyes flashing with a hint of fox-fire. "Not a chance, Makima-chan. But I'm staying. Let's see who breaks first."

A/N: Naruto and Makima will share a complex relationship. As a devil, Makima seeks to manipulate Naruto and claim him for herself, while he aims to push her boundaries and make her surrender to her desires, ultimately losing her grip on self-control. Their relationship will progress rapidly due to Naruto's background as a ninja, who often face a short lifespan, prompting him to act quickly. Additionally, Makima, being a devil, does not adhere to human norms regarding relationships. I hope you enjoy this chapter, and take care!
