Maybe she saw that Steven would struggle with his lust and would need them to be bimbos to help him. Also I don't think Garnet needs a rain coat since she isn't flesh and blood.

Given how she said she would do anything for Steven she probably saw the future and figured it would be the best way to help him.

I was gonna ask why Garnet put on a raincoat, but given how she's (probably) already corrupted, I'm gonna predict it's gonna be used as a reveal of her new form.
