As far as decentralized systems go, Wikipedia seems like a decent and generally useful model. The key isn't necessarily to start with what is and isn't true, but to establish a process first for establishing claims and resolving controversies. I'm sure there are other factors that contribute to the success of the system. e.g. non-profit model, open source, relative ease of use, a quasi peer-review system.
