The Magnitsky Act could potentially be a very useful tool -- especially for a case like Brazil. e.g. sanctioning businesses and individuals, who are involved in human rights abuses. The challenge is untying some of these relationships. Ultimately, a lot of these problems revolve around the way that private capital -- a global oligarchy -- is subverting popular governments.
