Jamila Michener joins us to discuss her book 'Fragmented Democracy: Medicaid, Federalism, and Unequal Politics' (2018).

Michener joins us to discuss the  history of Medicaid, the Great Society, and the massive disparities in race and class in provisioning.  Our historic obsession with the "deserving" and "undeserving" and aversion to universal programs. Why Southern Democrats wanted to make sure Medicaid and Medicare weren't beach heads for universal programs.  The impact of the legacy of slavery and minority populations the lead to a racist federalist response. How do we ensure future social programs don't have the same problems as the New Deal regarding equality and fairness?

Fantastic interview. Really liked the turn where JM discussed teaching privileged college students, too.
