I do not believe that is how people would act. I now for a fact that is how SOME people would act. Have you never seen that grumpy racist in the corner? The grumpy old man who dislikes and distrusts everyone? Will always blame the outsiders? Those people are the people who the planners are currently feeding on to increase the temperature until it all breakks.

They said at one point “a bunch of armed men entered the town”. So presumably there’s some people that Johan manipulated, or some of Roberto’s people, doing the extra shooting to ensure that the panic spreads. Like adding oil to a fire, one might say. Also, I think the reason Johan wanted to destroy the town is because he also wanted to destroy the memory of Klaus Poppe. Everyone there knew him, even if it was under a different name. With them gone, there would be nobody left to remember him. (Though, his son is still alive so… idk)
