Vox Populi, Vox Dei is a latin phrase and means "The voice of the people is the voice of God". Thus the two songs using those names.

The only piece of fiction in which I remember "Vox Populi" being used as the name of a group is Bioshock Infinite, though as others have pointed out, the use of it in this episode is most likely not a reference.
