That's literally misinformation, rewatch the battles in S2, it's clearly better animated. Most of them at least. Regarding S3 Flashy-Flash's battle was ok but after that Child Emperor's battle isn't very well-made. The worst isn't even the S2 comparison, it's the manga comparison, those fights were legendary in the manga.
