Deku does train to increase his maximum, but he can't test how much he can use in a normal situation. If he isn't actually ready for a % he gets injured, so it comes out when he HAS to use it or lose people

Most people if given a power would not use it to do harm or good. Most people would just use it to make life easier ... lighting a fire with your fingers ... grabbing dishes form mid air ... washing yourself using your hands as hoses ... this is how the normal person thinks and none of those things are crimes ... but there would be white collar crimes without a doubt but those are handled by governments not heroes ... or at least heroes are not needed to punish those crimes. I am under the impression the average person does not want to be the hero of the villain the average person just wants to be happy and unbothered.

All Might as the Symbol of Peace basically eliminated crime in Japan. That’s why he’s so looked up to. He’s absolutely crazy. Probably the single most effective superhero in fiction.

Doing yourself such a disservice. They are in a SCHOOL. of course school things need to happen every now and then. Even action Shonen have down time, and in MHA's case lots of setup from now until the end of season 5 to make the big moments later on hit WAY harder.
