Yeah they are the same person from 2 different timelines. Their lives were exactly the same up until a certain point in their childhood where something happened that led Sylvie off of the sacred timeline and in to a branched timeline. From there everything was different for them and they lived wildly different lives and experienced wildly different things. Almost a 'What if?' Scenario. That's what I think you can get from her little speech on the train.
