By the Grace of Their Illustrious Majesty, this House declares that all unemployed vagabonds, wanderers and adventurers throughout the Realm and its consituent Duchies, without membership to an appropriate trade guild, shall be mandated to apply for and receice an Adventurer's Liscence from the nearest Ducal authority costing no less than 10 Silver Pieces (to be renewed monthly) and be required to pay 25% of all rewards, dividends and gifts to the Crown, thus officially marking them as public servants of the Crown and Pledging their unwavering loyalty to Their Majesty.Failiure to renew said liscence chall result in an equivilent bounty of 10 silver pieces being placed on their head, payable by any Sherrif court.The Creyer-Williams amendment: Exemptions shall be made wherein those whom cannot hope to survive an adventuring lifestyle might instead offer their services as apprentice to any reputable and honourable guild in good standing with the Crown.

The Planter amendent: Exemptions shall be granted for those servants of the Holy Temples of Urania, the most Holy Orders of Paladins and the Monastic Orders.As a reminder, amendments must pass by at least 50%
