I'm a map collector. I have hundreds of physical maps and even more maps in my online atlas for use in Owlbear. So my approach to this is that we roll for initiative whenever a put a new map on the table/screen. Maps don't always mean combat, they're a great way to show the location where the players find themselves. They might explore or chat with NPCs or whatever. I use the initiative to track that each player gets a chance to say what they're doing. We ballpark movement ("I'm going to go check out that door") and if it's logical that two players move together, they do so without worrying about turn order. And then when an encounter does happen, there's no break for rolling initiative, we just go right into it, from the top of the order.

I started doing this in my game on roll20 a couple sessions ago. We rolled initiative at the start of teach session and I kept the initiative tracker up. Primarily, I was interested in giving more people a chance to speak up. I noticed that if I allowed things to get off track a little, no one minded, but players would remind me if it went on too long. I think it was a helpful tool.
