You're kinda limited to tailoring them. I'd say to just saftey pin them to fit.

I’ve seen tens of thousands of women wearing their fatigues, BDUs, ACUs, ABUs, OCP, Digicam, & even experimental uniforms. None of them had figure flattering pants. Zach’s suggestion has merit.
