How do you go about making a cloth bone react to physics like cloth? is there a proper tutorial?

Hi, I don't know if the model is bad or I'm the one who doesn't understand how to move the arms of the model, I try to move them but I can't get everything to move completely with nothing, can someone tell me what I'm doing wrong?
