For anyone wondering, yes this special is canon. Tarble has been mentioned since in several manga written directly by Toriyama, and pretty much every Dragon Ball Super Movie since this came out

FYI, Goku’s voice actor, Masako Nozawa, was hand picked by Toriyama, who was the one who also suggested she voices Goku as an adult as well as a child, to reflect the idea that he’s essentially a giant man-child (in ways both good and bad). Aside from voicing goku since OG Dragon Ball, she also voices Turles, Bardock, Gohan, Goten, and pretty much every male member of the Son family.

They all can sound pretty identical to the non-Japanese speaker, but she voices Goku with a deep Southern hick accent, while Gohan and Goten get a very formal, almost posh accent.

I didn't expect y'all to watch this one. But it was a good way to experience the Japanese voice cast. Masako Nozawa is a legend. She has been voicing Goku for almost 40 years! As well as Gohan and Goten. 88 years old and she still firing Kamehameha waves!

For the Japanese audience, this special released in the late 2000s was the first cannon DB content since DBZ ended in the mid 90s. It was made to celebrate the 40th anniversary of the Shonen Jump magazine where the Dragon Ball manga is distributed.
