Threat Tiers Explained

So I'm starting a new segment I'm gonna call "Lore Bombs" where, whenever the mood strikes me. I'm gonna do a write up about how something in the world of Nefarious works. No set schedules or anything, but consider it as a small bonus.

Street Tier Threat

Most thugs are classified as street tier. They're a menace to local businesses. They might have a gang of one or two other allies but the threat they provide rarely exceeds the street it occurs on. Usually cops can be dispatched to handle them. Most become minions to more powerful threats.

Example Street Tier Crimes: Convenience store robbery, mugging, un-returned library books

Notable Street Tier Threats: Most un-named Minions, and street thugs.

City Tier Threat

Most City Tier threats have a super power, or specialized skill that makes them far more dangerous than a common human. They are prime recruits for Kingdom Tier threats to hire as lieutenants. A law enforcement officer might get lucky, and take one down but typically they require hero intervention to quell.

Example City Tier Crimes: Bank Robbery, Train Heist, Corporate Espionage

Notable City Tier Threats: Bulb, Guile, Lord Terry, Jack Knife, Brandy

Kingdom Tier Threat

The creme of the villainous crop. Kingdom tier threats are power houses and can wreak havoc across multiple cities via their resources or super powers. They are practically immune to law enforcement, usually have large numbers of minions and a formidable fortress. Kingdom tier threats are the iconic villains that most people imagine when they think of super villainy. They are typically only defeated by the most powerful of heroes.

Example Kingdom Tier Crimes: Mass mind control, Royal Abduction, Doomsday device, Giant Robot Attacks

Notable Kingdom Tier threats: Crow, Scorpior, Foxglove

Global Tier Threat

Global tier threats have transcended villainy. Sometimes they have a conquered kingdom or two under their belt that powers their evil machinations, massive war fleets, or globally spanning criminal networks. This sometimes puts them more in line with royalty, as they are no longer mere threats, but political and economical forces. Nothing puts down a global tier threat except for an all-out war.

Example Global Tier Crimes: Kingdom Invasion, Summoning Cosmic Tier threats,

Notable Global Tier Threats: Malice, Buzzard

Multi Planetary Threat

Space faring tyrants, and sub-cosmic tier beast go here. Villains in this tier usually have entire planets conquered and control vast empires. Beings on this tier operate beyond the scope of the Syndicate of Malice, Council of Virtue and League of Justice. However some may see the benefit from cooperating.

Cosmic Tier Threat

Villains at this tier tend to have god like abilities. They prefer to meddle in matters concerning the fabric of reality and the menace they provide can affect entire galaxies at once. Typically they can't be defeated, merely sealed away. The best bet is to avoid detection by these beings all-together.

Notable Cosmic Tier Threats: F'torgolon
