Not likely or foxglove wouldnt be near him. I think he just saying the princess is handing out citizenship willy nilly making it perhaps uncomfortable that she would just let anyone in. It happened a lot the past few years. Like yes you do have some racists but you also have people uncomfortable with a lot of new people at once. Like being invited to a party where you dont recognize anyone - you become uncomfortable. When you mingle you start to feel a little eased but its something that people may get used to over time. History was like this all the time sadly...
