I feel like Cackle isn’t even in villain mode about this right now, he’s just being dumb. At least by standards of this universe, most villains would take the time to check and double check things before just mashing the button. Well... sometimes.

Cackle being weirdly stupid at this point, though I suppose it's in character that he refuses to accept he f*cked up. As Kaleb said above, most villains in this universe would take the time to check things before trying again... Not Cackle, though! We can really see where Scorpior's mentality comes from, now.

The issue here isn't that Cackle's incompetent. It's that he doesn't really think much of the fact he's creating life with each attempt. With experiments, failure often helps one get closer to the desired solution. And as you can see with Fwee being able to speak, he was actually making progress with each tweak he made. Since he can just toss the failures in containment tubes and never look at them again, he doesn't really care how many Farrah Days he creates before he succeeds.
