In some other video, someone explained this. In order to give to the students some "entrepreneur mentality," they give them a fixed budget for the organization and I guess that 1000 yen (~5 € at current exchange rate) would impact the available budget (that must be quite small...). In Japan this is well known and it is not emphasized in the anime. Note that Marin's costume (which will cost at least twenty times more...) is not covered by the budget because it is something that Marin "buys" for herself.
