The japanese are pretty obsessive over their characters and the "Kawaii" innocent girls are among the most popular ones. For some reason all the creators love to bring up the same "joke" to show the audience how innocent the heroine is.

the kissing and get pregnant thing, i don't think is a japanese humor thing. both emilia and raphtalia have the mind set of a little kid and when i was a kid, i thought kids were born by two ppl hugging and kissing so im pretty sure all kids thinks that how babies were born. emilia was frozen since she was a kid so obviously when she came out she still thinks like a kid and raphtailia body may have grown but her mindset sure didn't.

I mean it makes sense in this case, since Raphtalia's parents got pepperoni'd before she'd have reached the age to be educated on such matters. What is something kids see adults who are together doing most often? That's right, kissing! And somehow those who are together get babies, but those who aren't don't get em. Well Raphtalia is chronologically 11 years old, her body matured to adapt to the power her level gives her and her mental maturity somewhat followed suit, so she is far beyond the level of maturity an 11 year old would have, but in the end she only has 11 years of live experience and only experienced things a 11 year old would experience until she was enslaved. She had no opportunity to learn it better and Naofumi surely didn't have "the talk" with her.

my grandma is 71 and still acts like a kid at times. no different here. some people just never change. kids arent into relationships and what not so you know raphtalia is grown up to a degree but since she is demihuman she may mature faster than most
