NK built a gigantic hotel just so that South Koreans could see it through binoculars and think they had it good there. They would definitely make little easy shit like the symbols neat but would totally fuck it up some other way like broadcasting it in sub-480i or some shit.

I once watched a documentary on North Korea, they were talking up their internet abilities. An older man was sitting in the background moving a mouse around. Just randomly, never touched the keyboard. The monitor wasn't on. To me, that is North Korea.

If you go for rough i would prefer it being totally scuffed/over the top rough. Like symbols barely readable, as to make a joke towards everything.
