Yes , it's a dress popularized by St.Louis from Azur Lane

No her dress was a little different. St Louis‘s dress has a string thingie going around the waist, and the cleavage doesn’t go down to below the belly button, like in the comm piece. Another character has a dress like this, but I need to look it up again.

I swear, I once saw a drawing of st. Louis and another character with red hair in a dress that looked exactly like in the comm (just black instead of blue). Too bad I can’t find it anymore.
