Now... does that only apply to villains, or do civilians breaking traffic laws get beat to a pulp too? Or... are civilians automatically categorized as villains when they break a traffic law 🤔

It's by the power of opponents they've been able to defeat. for example, Snooze is #3 to 10,000 Punch Man's #2 because there was probably an opponent that 10,000 Punch Man defeated that Snooze hadn't been able to defeat.

villains aren't the only time it shows up, but they're the only ones it has to "beat into surrender or unconsciousness" as the average civilian isn't going to challenge this thing and is considered "surrendered" by default. to the average civilian it'll just wag its finger and walk behind a traffic pole, disappearing behind it like it just walked through a door.
