Maul's survivor goes back to what Palpatine said in ROTS, "The Dark Side of the Force is a pathway to many abilities so considered to be unnatural". In Maul's case, his immense hatred and lust for vengeance kept him alive after being cut in half" In his own words: "My hatred kept my spirit intact even though my body was not, yet I was lost and became a rabid animal". You notice when Savage first find's Maul he is not all there in the head. The Sith are so greedy that they do whatever it takes to preserve there corporeal bodies at all costs, unlike the jedi who let go of their physical forms by being completely selfless. Dave Filoni explains it better in this clip: https://youtu.be/G2_5UbJvwCE?si=IK1Q68Z7ZQu-fGe4

"The chains are the easy part, it's what goes in here (your mind) that's hard" interestingly, is a line that was first said, in the exact same tone and cadence, by Sam Witwers other CW character the Son of Mortis

What if I told you we have a toy to thank for this? Seriously, they did a toy based off a concept art of Maul surviving and grafting his upper torso onto a robotic spider. George’s daughter ran with the idea and… I was actually checked out of Star Wars at the time this was announced and I dismissed it as the dumbest, most creatively bankrupt way to revive the character to get eyes on the show. I was wrong. It ends up making perfect sense and gives Maul a chance for more of a story. Maul is, after all, to the prequel trilogy what Boba Fett is to the original trilogy.
