To answer your question yes Selina is publically known as catwoman like even most villians know her name, and as her for liking batman over bruce I'd say its common but it depends on the story like in some I've seen Selina usually will either not know and some she does and she loves bruce for who he is it just depends on when bruce tells her. But he does trust her to know in his secret usually far as I know

Yes you were right about daggets plan. yes in most versions salina loves batman more than bruce unless she finds out, similar to lois lane and her feelings for superman vs clark. and lastly idk how often the genral public knows, but usually the police know who catwoman is, because shes usually caught at some point and they do remove her mask

Selina has to choose between what's right and what is safe. As usual, Daggett is the absolute worst. Selina usually likes Batman more than Bruce, often not knowing his identity unless he chooses to reveal it.
