It took 6 years, mostly due to administrative issues. Riot Game owns the video game that inspired the show. Riot sought a multi-season show and spent time searching for the ideal animation studio, director, musician, and so on. They required a foundation upon which to build. Season two will not take six years. Riot, not Netflix, is responsible for funding the show. The money they invest into this is much greater than average for an animation show; the money they put into animation for Attack on Titan doesn't even come close to Arcane. The plot, music, and characters are all excellent, but for me, the animation is the cornerstone upon which this show will be remembered.

They put a lot of money into Arcane. Way more then any seasonal anime would justify. Not even the best shows get this kind of insane budget. The kind of money being pumped into Arcane would bankrupt most studios.

Well there is Tencent behind Riot Games nowadays and the series is promoting their game so I think the Tencent money is doing wonders for them as well

it was rumored that each episode was around 10 million, similar to game of thrones in terms of budget, and apparently fortiche (the studio behind arcane) said this was a lower budget and it worked really well for them. This isn't the first time Fortiche has worked with Riot and its definitely their magnum opus and is a break out project for them, they'll be a house hold name in a few years if they can keep the magic for more than just season 1.
