It would be reasonable for Arthur to ignore the telegram, if he makes sure to unaffectedly remark to his fellow traveller that he knows full well he's not expecting any telegram, and that the telegram therefore simply must be intended for some other passenger (of the same name) on this train. After all, the train is long, and the conductor (or whomever it is) wouldn't go from carriage to carriage disturbing everyone by calling out a name if he had any idea where the recipient might be seated. It's a common enough name in the region. The odds of atleast two people with that name on the train is high. Besides, if someone knew that Will is secretly Arthur (and so could purposefully adress a telegram to Arthur as Will), then Arthur's true identity must already be known to that person. If their intent was good, they would try him again later. If their intent was evil, they need not bait him in the first place, as they'd already know his real identity. All reason says that this telegram belongs to some other passenger of the same name. It would also make sense for Arthur to simply ask the conductor (or whomever is calling the name), "Excuse me, how is that spelled?" and then simply offer "Oh my, no, that's not me then.". The implication being that no matter how the conductor was to spell the name, Arthur would smilingly reject the given spelling as a mismatch with his own name. As an aside, this unexpected question would likely cause the conductor to produce the telegram (in order to consult how the name was spelled), offering Arthur a chance to glimpse its contents. And if no telegram exists, it would be an opportune moment for this fact to come to light, with the messenger just having called out to the whole carriage in searching for the recipient — if a fight was to break out, it would be when everyone could see the interaction clear as day. The voice in the beginning (that is not our friend and never will be) is right to warn us about meta-knowledge. We must only compel Arthur to act in a way that aligns with his own current body of information (or the divine storyteller would have no narrative choice but to punish us severely). The biggest practical threat to Arthur right now is probably raising the suspicions of normal people around him by lying and not sticking to his lies. We may be focusing too much on the assassin right now, forgetting that the wanted man Arthur is even more vulnerable if stuck in a jail cell under his real name, as opposed to stuck on a train under a pseudonym. Acting odd is the real killer for a man on the run. If in doubt, simply accept the telegram and leave it at that. Consistency is camouflage.

And let's not forget this malaised man we have next to us — eternally grateful to us merely for telling him stories while the rocking of the train has him whimpering for mercy — is a New York banker. Ring a bell? I seem to recall a certain accountant in our recent past... No doubt this stuffy-nosed gentleman is our highway to information! Well, today is his lucky day, because he just met his new best friend — us. Let's help him through this and make him feel dignified. Offer to wave down a cab, since the man is clearly unwell. End up sharing it, and suddenly lament en route that aunt Whatshername no longer has a bed for us to sleep in... What a pickle... If only we knew but a single gentle soul to help us in this city... Perhaps a man of some means, with a room to spare... A man who feels he owes us his gratitude... And surely, the most natural topic of conversation by the firelight between a New York banker and (supposed) Boston-adjacent journalist must be the curious closing of a profitable nearby coal mine some years back by a fellow named...
