Little bit of Fun Facts for this: Mob of the Dead takes place inside a Pocket Dimension Purgatory inside Dimension 64 [The same universe as; Excavation Site 64 "Origins" (the song ARCHANGEL is from here) Shadows of Evil And Blood of The Dead.] Al "The Weasel" Arlington, Finn O'Leary, Sal Deluca and Billy Handsome are 4 Mobsters who plan to escape Alactraz Island via a Plane called "Icarus" [a reference to Greek Myth: Deadelus' son who's pseudo wings melted and he fell into the ocean] and when Billy, Finn and Sal figured out Al's plan to escape was a bust, they lured him to the roof tops and killed him. After Arlington's death was discovered, Sal, Finn and Billy were sentenced to death by Electric Chair and when they all died they were sent to the Pocket Dimension Puragtory. And here's how you end the map. Continuing to fight together, for the final time at the Golden Gate Bridge in order to Break The Cycle, Al Arlington has to either outlast or kill the other 3 Mobsters, but if Finn, Billy and Sal get Arlington killed by any means, The Cycle Continues and they'll start from the beginning all over again. [Canonically in the story, Al survives against the other 3 and they're all released from the Cycle and endlessly wander the Pocket Dimension as Ghosts [Sal, Finn and Billy are normal spirits but Arlington takes the form of a Bird tying back to his plan to "fly away" from the Island on Icarus] until Blood of the Dead when Primis (the main cast from Black Ops III & IV) arrive in the Pocket Dimension and destroy the Pocket Dimension and release all the trapped spirits including the Mobsters.
