Usopps feats of surviving damage is second only to Zoro. that scene in Alabasta against the baseball player, his head was basically split in two and still he stood up and actually made some maneuvers while that damaged... He is NOT a WEAK character... maybe comparatively to grandline champions but in the world...

One Piece uses reaction shots to let the moment seep in. Be it tension, elation or anything else. Sometimes there are more than there need to be and they're longer than they need to be because it's an amazing way to buy time. On a page of manga it'd simply be a spread of faces you can take in at your own leisure. Not to mention it'd be a damn waste to not use the army of characters Oda's built up over the years.

Usopp vs. Perona is one of my favorite fights of the whole series, and very deserved after Usopp doesn't get a 1v1 in Enies Lobby. She's a legitimate threat, but also a goofy-ass character, and her scare tactics are a good matchup for our little liar boy. There's a lot of great reactions and facial animations throughout Thriller Bark, and Usopp goes through a great range for this fight.
