Either he was lying to Hawks and just didn't give a crap about Twice but wanted Hawks to feel bad, or the final fight awakening his ice powers is somehow allowing him to create ice and then melt it inside his body recreating tears. Personally I'd have to think option one, because I'm not even sure how he even has any eyes left with the heat he was creating.

Oh so at the end, yes we are in the Epilogue of the story, the main story ended with Deku's fist in the air after winning, so everything else is all the epilogue to give us a bit more conclusion.

its not the end but this is the end for the Todoroki family, you likey wont see them again except for shoto thats why its called "the hellish Todoroki family: final" . i believe the last episodes are epilogues to wrap up the entire series.
