Bubblegum is a very interesting character, I would say it's pretty divorced from "likeability"

PB is such a morally ambiguous character, as there is no question that she has done some truly terrible things, but at the same time it is never out of malicious intent. She puts a lot of pressure on herself to do what she believes is for the greater good of her people, but she rarely considers the consequences her actions have on those around her, or even take the time to question if she’s crossed a line.

Princess Bubblegum is very much the "big picture, ends justify the means, needs of the many outweigh the needs of the few" kind of person, but overall she's working for the greater good. She's got pretty much the most stable, prosperous kingdom(by Ooo's chaotic standards) for a reason. The show also sometimes also just makes her extra messed up in some episodes for the sake of the joke. And she's also a stone-cold badass when it counts.
