Yea, they killed people well enough in East Blue, then once they got to the Grand Line via Alabasta's arc (this arc), it's like Oda got cold feet about it for a little while. Idk what's up with that. It isn't permanent, but he was like that for a little bit.

That trend of killing off unnamed NPCs but sparing named villains is a thing that drives me crazy with a lot of shows/movies. Like in the first Wonder Woman movie where she was happy to use superpowers to slaughter countless WW1 German soldiers, but spared the evil scientist who gleefully developed poison gas for them. Or in Arrow, where the protagonist is struggling with whether or not he should kill bad guys...so he murders a bunch of nameless bodyguards, then spares the rich guy who actually *did* all the evil stuff.
