So after TOS’ Enterprise Incident the Federation had a working model of the cloaking device and after so study realized it’s weaknesses and limitations. As part of the newer treaty with the Romulan Empire the Federation agreed to halt all cloaking research in exchange for a stable ceasefire. Treaties are only between allies. The US and Soviets had several treaties back in the day. A rogue group in Starfleet breaking that treaty endangers the peace with the Romulans as well as the Federation’s reputation. This puts at risk every other treaty and agreement of good faith. Picard’s conversation at the end of Drumhead was with Worf. He was dismayed at having been swept up in the prosecutor’s web of influence.
