It wasn't very clear because there was no dialogue about it but just so you know Lucy was lying when she said there was no data. She saw the data and saw that it was related to Arasaka's interest in David so she short-circ'ed Tanaka to destroy it and protect David. Which also means it was her fault a signal got out and they were located.
