The scouters can detect the energy of the dragon balls. Thats how freiza and them are able to get them so quickly. It's also why vegeta brought his scouter with him. They can also pick up on conversations.

So yes and no. Regular power levels are to the wayside. Goku and piccolo were blowing up cities and mountains and islands in DB. They were around <500. We’re already in the five digits. I think the buus are in the hundreds of millions of power level so the power scaling in Z just got so crazy almost too much. Still as we go along I’ll reference some official data books and toei releases for what each fighters’ power in the arch’s is or during power boosts.

Grew up with her too, love her as Genkai. But even as a kid I couldn’t take Frieza seriously, he sounds like a granny with throat cancer 😂
