The "Flying" is just exaggerated in the anime. In the manga they just using their stands to bounce off and propell themselves off the different buildings

Its not that bad but compared to part 5, its slow. I dropped jojos at pt 4 before i watched pt 5 as it was airing, so its a personal bias. I call it the slice of life jojos

I don't think any part of jojos is bad, if you can watch part 1 and not drop it then part 4 will be a great watch. Its personally my favorite part
