Piccolo is the fighter that 16 confirmed is as strong as 17. Currently Cell is weaker than both. So Piccolo being skeptical about facing 17 makes sense. It's not like he can sense him after all.

It’s best to think of the timelines similarly to how an invincible there’s a bunch of different universes that are mostly the same with slight variations. The history that Cell came from had a completely different trunks that managed to beat the androids on his own. This isn’t that hard to believe, considering that this trunks said that these two androids were much stronger than the ones in his timeline meaning other timelines could’ve had weaker ones. This cell comes from a completely different timeline than our current trunks.

Piccolo was talking about facing 17, 18, 16 and cell. Not that cell is stronger than the android just that there's a lot on his plate and he knows he has the best chance because hes the strongest z fighter rn. Cell is definitely weaker than fhe android, thats why he is absorbing a lot of civilians first so he can beat the androids and absorb them. He knows if he goes as he is rn he will 100% lose.
