I think the guy in Paraguay might have been searching radio frequencies at the beginning to see if anyone normal was transmitting radio messages. So it seems like he would check a radio frequency, have a timer on, then when the timer was up he'd switch to a new frequency. It's possible this guy doesn't have all the info Carol has, the way he's barricaded himself in his workplace makes me think that the "people" never got the chance to explain things to him. My theory is that Carol asking the question to Zosia caused the heart attack. They can't lie, but they also can't jeopardize their plan to spread to all the uninfected people, so I feel like it was the two contradictory and conflicting programing things that put Zosia in such a position that it caused the heart attack maybe? Zosia was in an impossible situation so either way she breaks her programing.
