One of the main reasons AOS fans hate when people say the show is not canon is because we would lose all this history and things that make MCU feel richer and more fleshed out. It makes complete sense that the people we know as Hydra were indoctrinated young because that is how cults do it. Seeing sitwell (the bald guy) and Strucker (He is the one that ran the experiments that made Wanda activate her powers) as kids really gives a reason for why they are Hydra that is not just a simple they are bad guys. It had to start somewhere and we see the reason Garrett made Ward do that test as well. The ones willing to kill innocence of course would be ok with being Hydra. We also get a nod to Project Pegasus (which the Captain Marvel movie explains in more detail.)
