I've watched this Jojo part 4 times now and I still get confused about King Crimson's ability haha. But as far as I can tell, The Boss can see short periods into the future, and if he doesn't like what he sees he can "delete" this time from the people in the vicinity of his stand. So whilst the consequences of what happened within that deleted time still happen to everyone else, they don't happen to him. Although whilst he's moving through deleted time, he can't interact with the world himself, only position himself so once that period of "deleted" time is over, he can instantly retaliate with his stand that is a close range power type like Star Platinum. Hope I'm right and that helps clear things up a bit moving forward!

YES! You got it. Reading the manga it was the most confusing power ever because you couldnt perceive in panels as well as a video. When he activates his ability 10 seconds of time is deleted instantly and it is up to him to change how he deals with that 10 seconds. The thing is the vicinity is pretty big so people will just get confused that they are already chewing, drinking, swallowing or walking before they started the action.

I think fugo choosing not to go with them is perfectly fine. Bruno has seen first hand how strong the boss. Forget his elite guard for a second but the fact they would eventually have to go up against him would be too much to ask of anyone. Plus I feel like out of of everyone in the group, fugo needed bruno and the crew the least amount.
