Madam Ching: according to wikipedia, at one point she commanded a fleet of "approximately 400 junks and between 40,000 and 70,000 pirates." Sea Devils are from classic Who. They really stuck with the way they looked in classic DW.

People tend to rip this episode, but like you, I really enjoy it! Lots of action balanced with some nice character stuff, and I love the look of it. Some great images, especially the TARDIS underwater with fish swimming around it. And they went into the past and dressed for it! I always appreciate that. The Sea Devils look great, too.
