About the scum boyfriend and why he doesn’t go to the school anymore: it was cut from the anime, but Shuuchin being the most elite school in the nation, is frequented by very influential people, (like Kaguya) and this includes the children of yakuza bosses (Japanese mafia) and other very dangerous people. After the council did their investigation Chika wanted to tell everyone the truth, but Shirogane convinced her to follow Ishigami’s wishes and keep quiet. This didn’t sit well with Kaguya, so she told the whole story to this group of very powerful and dangerous students, and they basically gave the scum boyfriend two options: either go into exile or else (the manga doen’t go into details but they probably would have had him killed 😂) so his entire family was forced to relocate to a remote Country. Kaguya denied it but she absolutely had EVERYTHING to do with Ogino going away 😂

You're thinking too rationally when Ishigami beats the crap out of the guy in mid school ... Ishigami's young, he already was a misfit, he had just let out rage instead of talking to Kyoko, and he's caught in a trap after lies from the popular guy are flying around (I forgot the name of the effect where first impressions are harder to undo than by truth alone). So yeah Ishigami could have managed better, but Kyoko's grudge at the festival shows he wasn't gonna win no matter what he would have said back then. And with the teachers, I think that's where the drama for anime has to stop. And re council report, I think in the manga it's explained Chika caught wind of something and started digging, then Kaguya started helping and then Miyu?

You are naive if you think that Ishigami situation woudl have improved if he told the truth afterall he is quiet kid outcast while Ogino was popular. Nobody would trust Ishigami over him not even adults as someone who was pretty much like Ishigami i know.
