That event isn't in the movie, it is canon. Everything in the movie is non-canon though, even if it involves a canon character. Basically everything involving Shiki in the movie is non-canon, but everything mentioned in the show about Shiki IS canon.

That Flashback scene of Garp and Sengoku with Shiki is actually not in the movie…. It is part of a OVA called “Episode 0”, which is an adaptation of a stand-alone Manga Chapter that Oda himself drew to be released alongside the movie, called “Chapter 0” Unlike the events of the movie… almost everything shown in “Episode 0” is Canon. Unfortunately… as far as I know there is no way of watching the “Episode 0” OVA through official means.
