This is a perfect example of a show that worked within its limitations to produce something fantastic. Like with Batman the Animated Series, the network imposed a bunch of restrictions that should've made things difficult to tell decent stories, but the writers really went the extra mile. See, this show was airing while the DCAU was still going strong, and there was a mandate from DC about certain characters not being allowed to be in multiple properties at the same time. Basically, since Teen Titans was a separate continuity from the DCAU, characters like Batman and the majority of the Justice League weren't allowed to appear. Although it's hinted several times that Batman and the League do exist in this reality as well, they just never appear on screen. But the writers made lemonade with this situation. Instead of having the Titans interact with other big-name heroes, they kept the focus on them and let the show be more character focused. When it came to villains, they mainly focused on reinventing obscure ones and revamping them for a new generation, while also creating many original villains, several of which were transitioned into the mainline comics. In short, you are in for a very unique and styled trip with this one.
