If we actually had a fight between Kuzan and Doflamingo... i think we wouldn't even have a Dressrosa Arc... because im 99% sure Kuzan would've been the winner xdd. The general consensus of the Fandom is that... in terms of Power.... the things look a bit like this: Emperors>>> Admirals>>> Warlords. It is widely accepted that Mihawk is the only Warlord who could potentially defeat an Admiral... since he is the only one who used to be a rival of an Emperor. Momo.... that little bastard definitely knows what he's doing xddd (to be honest... not the best gag Oda has come up with... but i think this one is at least tolerable). Punk hazard overall is a fun arc... but in my opinion it is one of the weaker Arcs in the whole story, and definitely (in my opinion) the weakest arc of the Post-Timeskip Era (counting the arcs you still haven't seen). For me it's a combination Ceasar not being a particularly memorable Villain (tho he is a memorable character for other reasons), the setting of the Arc being very dull compared to other islands, and of course the pacing issues in some parts. And to be fair... Fishman Island also had the Main Villain Problem... to an even greater extent than Punk Hazard.... but i still like Fishman Island more because the strong themes it portrays, and because Fishman Island itself it's not a Dull enviroment whatsoever.
