The 'random closeup' was meant to imply that Netero was checking out her breasts while they were talking. It demonstrates that while he follows the familiar troupe of the 'perverted old master', Netero differs from characters like Master Roshi and Jiraiya in that he can maintain his composure while being a perv.

Yeah I don’t know if you saw the post reaction section. I investigated 😂

I guess I jumped the gun. I do that sometimes. My bad.

All good! No big deal at all. I wasn't sure if you caught it or not is all

Rewatching this series with reactors makes me stop and appreciate little stuff i didn't looked at in detail before.... Like the fact that the Phase Two exam got completely derailed because the applicants didn't take Cooking and Gourmet Hunters seriously, and that the examer got so riled up about it that she made the test pretty much impossible to pass. That is really cool in a narrative sense. Because instead of the exam being this monolithic stage were everything goes according to the examiner's plans (like it happens in other shows)... the whole thing can get sidetracked due to human imperfection. And on top of that... it also makes characters like Menchi feel a lot more real and grounded... we see them as people that are capable of making silly mistakes... while still portraying the fact that they are super competent individuals in their own field.
